PHS 398 Non-Grants.gov Budget Form
This budget form has a field called the INST. BASE SALARY. This field populates from the Budget Persons Table, Calc Base field. (Most times the current salary, not necessarily the base salary for the period on the proposal).
Since this field is not required and can be interpreted to be the starting base of all salary calculations for the proposal periods, it is ok to have this field populated as such. It is important to include a budget justification to explain this:

The Institutional Base Salary is the current academic year salary at the time of proposal submission. The University standard inflation factor for personnel is 4%.
New Cost Elements / Subcodes
New cost elemenrs / subcodes have been added to Coeus. Faculty Salary - Non-Regular Research and facilites subcodes.

Process for Deleting Development Proposal Records
Departments will now have the option to select Development Proposal records they would like purged from the Coeus system on a periodic basis.
There is a new Proposal Type [ X – Delete from the System ] that can be selected for any In Progress proposals that you no longer want to keep in your listing of proposals. For any proposals that need to be deleted that are not In Progress status, please contact Jennifer_Quinn@brown.edu.
Please note that we will not be able to retrieve these proposals in any way once they are purged from the system.
To set a Development Proposal Record to Delete:
- Navigate to the Proposal Tab of the Proposal Details section
- Select X – Delete from the System type
- Save the record
- The proposal will be deleted at the next scheduled Deletion process.
The first scheduled deletion process will be January 29, 2010.
Modifications to the Budget Summary by Period form
The group reviewed the modifications made to the Budget Summary by Period form. The main changes made were an addition of a Total Column which adds Salary & Fringe and a total line per personnal listed.
